Participants will hear from an emergency response expert to gain insight into how to determine facility needs in an area, including industry acceptable response times and factors in considering facility types and locations.  Secondly, participants will examine facility siting  where colocation opportunitites were the best option for facility management and where competing goals of different facilities made colocation unfeasible.  Partipants will review state law requirements for considerations of public facilities and their locations in compliance with comprehensive land use plans.  In addition, participants will examine public facility siting review process for a Virginia locality and gain knowledge on substantial accord determinations for facility siting.
