For over ten years, the Navy has been compiling data to assess potential encroachment impacts to required missions at its installations, ranges, and operating areas.  With the establishment of the Community Plans and Liaison Officer (CPLO) Program, CPLOs have been executing Encroachment Action Plans by identifying strategies and actions for each encroachment issue.  However, CPLOs have had limited means to differentiate between issues that required dedicated resourced efforts and those that could be observed and managed over time.  Cardno developed the Encroachment Risk Management Business Process (ERMBP) for NAVFAC HQ to provide the Navy with a standardized and consistently applied method for encroachment risk identification, rating, prioritization and management.  With this risk-based approach, the Navy will be able to better evaluate and compare the encroachment risk portfolio at each installation, range, and operating area within and across Navy Regions.
