Overview

The U.S. Coast Guard's 8th District is essentially the entire Mississippi River basin.  Planning for this enormous region involves many unique challenges.  The range of stakeholders; from soverign Native American tribes to states and Metropolitan Planning Organizations, counties, cities, watershed groups, interagency federal collaborations, and citizen groups; is tremendous.  The range of concerns; goods movement, security, development, erosion, flooding and diaster preparedness, law enforcement and crimre prevention, and preservation of historic and cultural resources; is equally daunting.  Commander Keith Smith will discuss his approaches to these challenges.  He will give managmeent insights into finding a firm middle ground among competing goals, and he will suggest ways in which coalitions can be made more effective at reaching their goals.
