Following a flood event, property owners want to return to normal as quickly as possible.  At the same time, local officials are challenged with the responsibility of making a large number of Substantial Damage determinations before issuing repair permits for buildings in the floodplain. In order to speed up post-disaster recovery while properly following Substantial Damage requirements, communities should plan ahead and have a strategy in place before the next major flood. This presentation, based on FEMA guidance, will briefly review community responsibilities in determining Substantial Damage and discuss actions that can be taken in advance of and immediately after a major damaging event to efficiently implement the requirements on a large scale.
