With the implementation of SB 743, the focus of transportation analysis will shift from driver delay to reduction of greenhouse gas emissions, creation of multi-modal transportation networks and promotion of mixed land uses. This shift changes the project review paradigm under CEQA and may rearrange work priorities for a wide range of professionals including traffic engineers, transportation planners, city planners, and environmental professionals. Much will depend on the new transportation metrics that OPR is required to release by July 1, 2014. Join us for a stimulating two-hour lunch event as Chris Ganson of OPR walks us through the draft revised CEQA guidelines for transportation analysis. Chris’s presentation will be followed by a panel discussion focusing on the implications of incorporating the alternative transportation metrics into CEQA and the new opportunities this may create. The event objectives are to: • Give participants a firsthand look at the new transportation analysis methodology designed specifically to reduce vehicle miles traveled (VMT) and greenhouse gas (GHG) emissions within California. • Explore the practical implications of utilizing the new transportation metrics within the CEQA review process. • Assess the practically and fiscal impacts of basing transportation mitigation and impact fees on the new transportation metrics. • Encourage discussion on the potential impact to planners and other professionals involved with the CEQA process. • Discuss potential adjustments to the new guidelines to improve effectiveness in reducing VMT and facilitating infill development. Provide feedback to OPR. • Inspire creative thinking on the future of the environmental review process under CEQA in light of the cumulative impacts of GHG emissions and global warming.
