Land Use Planning in Special Flood Hazard Areas

This webinar will provide participants with a greater understanding of flood risk and how floodplain management aligns with land use planning. We will discuss how to interpret Flood Insurance Rate Maps and non-regulatory FEMA products, as well as where to find this data online. The webinar will also address considerations for permitting development within the special flood hazard area. We will then explore different land use plans in which floodplain management principles could be incorporated, and some higher standards to consider adopting.
Kristin Owen is a Floodplain Program Planner for the Virginia Department of Conservation and Recreation's Division of Dam Safety and Floodplain Management (DCR). Kristin works closely with the Federal Emergency Management Agency, state agencies, and local communities in Virginia to provide technical assistance and floodplain management trainings. Kristin assists in reviewing local floodplain programs to assure compliance with the National Flood Insurance Program, and she serves as the state Community Rating System (CRS) Coordinator. Prior to joining DCR, Kristin was the Planning and Floodplain Administrator for Teton County, Idaho. In this position, Kristin managed the Planning and Zoning Department, reviewed all land use applications, prepared long range plan and ordinance amendments, and facilitated community meetings. Kristin has a Bachelor of Science in Biology from West Virginia University, and a Master of Urban and Regional Planning and a Master of Natural Resources from Virginia Tech.
Gina DiCicco is a floodplain program planner for the Virginia Department of Conservation (DCR). In this role, Gina serves as a liaison between the Federal Emergency Management Agency and communities in Virginia. She conducts community assistance visits, reviews floodplain ordinances, presents at floodplain workshops and conferences, and coordinates development of the Virginia Flood Risk Information System. Before coming to DCR, Gina was a Planner at a Virginia-based environmental consulting firm. There she created environmental plans, drafted communication strategies, and facilitated community meetings for Department of Defense installations. Gina has a Master of Urban and Environmental Planning from the University of Virginia.
