The three-day and 1/2 day educational course on the redevelopment planning process provides training participants with a broader understanding of the crucial issues, steps and challenges associated with the New Jersey’s Local Redevelopment and Housing Law. This course is designed to provide intermediate-level training to professional planners, developers, attorneys, municipal staffers, and other professional consultants and stakeholders involved in redevelopment in New Jersey. This course is taught by seasoned professionals in law and planning from a legal and planning perspective using a hypothetical case study approach. The lectures and discussions incorporate a hypothetical case throughout the three-day training to encourage an interactive learning environment so that participants come away with the knowledge they need to utilize this redevelopment planning tool. In addition, a course manual is used to aid the training participants in the learning process. The training includes an in-depth review of the Local Redevelopment and Housing Law (LRHL), an analysis of the redevelopment planning process designations, discussion on how to engage the community in the redevelopment planning process, review and examination of the redevelopment plan in relations to current legal issues and challenges, and discussions on some of the recent legal and public policy issues on redevelopment such as eminent domain, environmental liability, taxation and COAH requirements. The training objective is to educate municipalities, developers and other community stakeholders on the redevelopment planning process in order to enhance their knowledge, participation and consensus building efforts toward the redevelopment of New Jersey’s communities.
