Downtown Redwood City had a parking problem: overcrowded parking. So Dan used creative parking management to make more parking available despite expanding Downtown activity and limited resources. Dan led Redwood City to being the first city in the nation to adopt the innovative performance-based parking system advocated by UCLA professor Donald Shoup in The High Cost of Free Parking. Redwood City’s parking system was named 2008’s Parking Program of the Year by the California Public Parking Association.
