Overview

This seminar will cover recent changes in State Law related to the California Environmental Quality Act (CEQA) and to California State Housing Policy. The recent implementation of Senate Bill 375 has adjusted the State's timelines for the Regional Housing Needs Allocation and for the Regional Transportation Plan, and local planners should be aware of the changes and their implications for the current 2014-2021 Housing Element planning cycle. Jurisdictions in the South California Association of Government's (SCAG) planning region will need to submit updated elements to the State Department of Housing and Community Development (HCD) by July 15, 2013, and to adopt the updated element by October 15, 2013 in order to be on the new eight (8) year planning cycle. Failure to meet these deadlines will require a jurisdiction to submit an update every four (4) years instead. A review of litigation from the past housing cycle will also be covered in this seminar to provide insight and guidance to planners struggling to meeting their jurisdiction's RHNA.
