The Local Agency Plan Workshop is designed to provide engineers and planners with an understanding of the federal planning, environmental, right of way, design and construction requirements necessary to deliver a federally funded transportation project. Participants will explore each NEPA Phase including formulation of alternatives to meet project needs, appropriate public involvement and impact analysis. Participants will: • Understand the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (Uniform Act). • Be able to discuss the three key elements of the Uniform Act: Valuation/Appraisal, Acquisition and Relocation, • Explain how to develop an estimate of just compensation through the use of the appraisal process or appraisal waver procedure(s). • Define the process through which real estate is acquired, and • Identify relocation benefits and services required by the Uniform Act. In addition to these objectives participants will learn to: • Locate and interpret federal transportation policy, procedures and directives that affect planning, construction contract provisions and contracting procedures • Research FHWA policy via statutes, regulations, and directives in a systematic manner, using the web and other resources • Interpret the13 provisions of form FHWA-1273 "Required Contract Provisions for Federal-aid Construction Projects" • Explain how State and Local Procedures can coexist with Federal procedures while maintaining Federal aid eligibility • Be able to interpret the State's oversight agreement
