This program will examine CRS Activity 510, Floodplain Management Planning, and the 10 step process CRS credits for plan development. The program will also compare FEMA’s 4 step process and discuss how to prepare one plan that will satisfy both planning requirements. The Community Rating System (CRS) is a national program developed by the Federal Emergency Management Agency (FEMA). The CRS Coordinator’s Manual spells out the credits and credit criteria of the CRS for community activities and programs that go above and beyond the minimum requirements for participation in FEMA’s National Flood Insurance Program. Under the CRS, communities that have more than 10 properties that have experienced repetitive flood losses must prepare a plan that addresses at a minimum their flood problem. Most Florida communities are updating their LMS in 2015, so talking about planning in CRS is timely topic for planners.
