More and more often, residents and community groups across the U.S. are negotiating legal contracts called Community Benefits Agreements (CBAs) with local governments and developers of big projects like stadiums, hotels and condo towers. In exchange for supporting these projects, the residents and community groups are securing affordable housing, parks, jobs and other benefits for their communities. Should planners support CBAs?
