One of the events leading to the creation of the Santa Rosa and San Jacinto National Monument was the last major unpermitted road development in southern California. Schemer/entrepreneur Mike Dunn's dreams of a shining city on a hill, along with the many other competing interests in this urban-wildland interface led ultimately to the creation of a congressionally designated national monument. This is a journey through time, desire and public purpose.
