For more than 35 years, California has experimented with how to fund and build affordable housing. The loss of redevelopment and its funding mechanisms left a huge hole in affordable housing development which has not been filled to date. Is it the responsibility of new development to shoulder the burden of affordable housing through inclusionary housing requirements? What is the role of affordable housing developers and where are the new battlegrounds for affordable housing advocates?
