Tax abatement is one of the most sought after public incentive to enhance and ensure financial feasibility of private sector residential and commercial development projects of various project sizes. This one-day workshop will devolve into the five-year exemption and abatement law and the long-term tax exemption law, eligibility requirements, method of calculations and when to use them for economic development projects.  The workshop will also discuss the costs and benefits of the program and how to negotiate the financial agreement between the property owner and municipality.


The key learning objectives:

  • Explain what is a PILOT, tax exemption, tax abatement, tax dividend entity and other tax abatement concepts and terminology;
  • Discuss where tax exemptions and abatements are authorize and the requirements and process needed to establish the municipal tax ordinances;   
  • Assess the different factors for consideration on whether a tax incentive is appropriate, and how much support is needed for the project;
  • Calculate short-term and long-term abatements for residential and commercial rehabilitation and construction projects; and
  • Review the negotiable provisions within the financial agreement
