Regulatory changes in the management and development of FEMA floodplains and adjacent land areas are coming, and the implications for local governments and property owners alike will be significant Affirming the growing recognition that the alterations of floodplains may affect listed species and associated critical habitat, FEMA and NOAA/NMFS has published a biological opinion which likely will lead to significant revisions of city and county floodplain regulations in Oregon to minimize and compensate for such impacts.
This program will provide public sector representatives, property owners, development consultants/attorneys and others with interests with the information essential to the future management of and development opportunities within these areas.
