Tri-County Regional Planning Commission Annual Luncheon Keynote Speech

PennDOT Secretary Leslie Richards is delivering the keynote speech at the Tri-County Regional Planning Commission’s 2017 annual luncheon. In her presentation, she will address Pennsylvania's transportation priorities as well as the PennDOT Connects program and how it benefits local municipalities, enhances local engagement and improves transportation-project planning, design and delivery.
Planners will learn from Secretary Richards about how the PennDOT Connects program, which is being implemented on new projects on the state's 2017-2020 Transportation Improvement Program (TIP), enhances local engagement and improves transportation-project planning, design and delivery. Because transportation plays a primary role in community identities and economies, PennDOT Connects puts innovation, local resources and strong partnerships to work to create the most sustainable, inclusive transportation assets possible.
This new approach to project planning and development expands the department's requirements for engaging local and planning partners by requiring collaboration with stakeholders before project scopes are developed. PennDOT Connects aims to transform capital and maintenance project development by ensuring that community collaboration happens early, and that each project is considered in a holistic way for opportunities to improve safety, mobility, access and environmental outcomes for all modes and local contexts. Earlier collaboration ensures that projects meet current and projected needs as much as possible and can reduce costly changes further in the project development process.
Specific areas discussed during collaboration includes safety issues; bicycle/pedestrian accommodations; transit access; stormwater management; utility issues; local and regional plans and studies; freight-generating land uses and more.
PennDOT has incorporated the policy into its manuals and program processes and has developed training for department staff and professionals at the MPOs and RPOs.
The keynote speech is scheduled to be an hour in duration.
