Overview

We are pleased to have two of our local County attorneys helping facilitate this discussion along with Kristen Shell, AICP. This session will provide us with an update on Florida's Sunshine Law as it pertains to ethics and our local elected and appointed boards making planning related decisions; an update on Florida's gifting laws; and a facilitated discussion of APA's Ethics Case Studies of the Year.
 
Sidney Noyes is the Assistant County Attorney for Walton County, Florida.  She graduated with honors from the University of Florida in 2007 and graduated with honors from Florida State University College of Law in 2010.  Sidney began her legal career as an Assistant Public Defender for the Second Judicial Circuit of Florida after passing the bar in 2010.  In 2013, she began working at Andrews & Davis, Attorneys at Law, handling civil and criminal litigation.  She has worked for Walton County, Florida, as the Assistant County Attorney since 2014.           

 

Jennifer Wintrode Shuler is the Deputy County Attorney for Bay County, Florida and has worked for Bay County since 2012. Prior to joining the Bay County Attorney’s Office, Ms. Shuler spent 10 years in private practice in both Michigan and Florida focusing on civil litigation and local government liability defense. Ms. Shuler received her Juris Doctor from Santa Clara University in 2001 and her Bachelor of Arts with honors from University of California: Santa Cruz in 1991.
