Overview

Many communities face challenges providing homes that are affordable to low- and middle-income residents. Some municipalities are considering implementing inclusionary zoning policies but are concerned about the economic feasibility of such policies and/or deterred by the complexity of designing a successful policy. This topic will walk through the main program structure elements of an inclusionary zoning policy and key considerations to take into account when making decisions about those program elements. The content also explains the economics of inclusionary zoning, including how to determine financial feasibility for developers and how developer incentives can make inclusionary requirements more feasible--this section includes an introduction to Grounded Solutions Network’s Inclusionary Housing Calculator, a publicly-available online financial feasibility tool.
