Overview

Program Supervisors and Planning & Rules Managers with the South Coast Air Quality Management District (SCAQMD) will discuss policy and plan updates from their agency affecting environmental compliance regulations and environmental impact reporting throughout the South Coast Air Basin.  SCAQMD is one of the largest and most technologically sophisticated environmental regulatory agencies in the nation.  It serves a four-county region that includes all of Orange County and the urban portions of Los Angeles, Riverside, and San Bernardino counties, home to more than 17 million people.  This program will specifically cover updates to Rule 1401 (Review of Toxic Air Contaminants), Localized Significance Thresholds (LST), California Emissions Estimator Model (CalEEMod), and the progress of the 2016 Air Quality Management Plan.

Michael Krause

Michael Krause earned his Bachelor of Science in Petroleum Engineering from the Colorado School of Mines in Golden, Colorado. Mr. Krause worked in the oil industry and the environmental consulting field before launching his 25-year career with the South Coast Air Quality Management District (SCAQMD). As a Planning & Rules Manager, Mr. Krause oversaw the development and approval of the 2016 Air Quality Management Plan (AQMP) and is now working on the extensive implementation. Previously, he oversaw the preparation of all environmental assessments in accordance with the California Environmental Quality Act (CEQA) for SCAQMD rule development and air quality permit projects, as well as the led the effort to create the California Emissions Estimator Model (CalEEMod) in 2010, chairing the statewide CalEEMod Focus Group within the California Air Pollution Control Officers Association (CAPCOA), periodic updates and improvements to the model, along with assisting and advising users in its operation.
