The "Bay Park Unified: Integrated Perimeter Flood Protection" project is one of a kind that utilizes state-of-the art flood protection while creating more and better public and park space. This project sets an example for flood-prone areas along the eastern seaboard. The sewage treatment plant is the first fully flood protected facility of its kind in the Northeastern US. Innovative landscape architecture and environmental design, coupled with an effective community engagement process has resulted in a design that is widely accepted and perceived as an asset to the community.

Doug has spent his career contributing to the architecture and urban planning metropolitan areas, culminating in service as Director of Baltimore City’s Department of Planning. His specialty is applying planning principles to the regeneration of undervalued real estate; reconciling the requirement’s for environmental remediation with the creation of commercial viable and culturally engaging reuse strategies. In response to dynamic needs of a changing environment, he regularly integrates resiliency strategies into urban design and public space making, shaping new urban forms in response to the threats of sea level rise and storm flooding. The resultant plans and projects weave together connectivity, open space, development opportunity and place-making in a cohesive and inviting whole.
