Larry Mintier has been a major contributor to the evolution of the theory, law, and practice of California land-use planning since the watershed years of the early 1970s. As a local planner, state official, and planning consultant, he has been instrumental in defining the content of the local general plan, consistency in plan implementation, the process of plan preparation, and the integration of environmental and planning mandates
