James S. Hester, FAICP

James Hester graduated with his Master of Regional Planning from the University of Pennsylvania in 1976 and became an AICP Charter Member in 1978. His greatest achievements center around his 35 years at the U.S. Agency for International Development, the U.S. government’s foreign policy branch, leading economic and social development in over 80 of the world’s least developed and war-torn countries. He introduced environmental impact assessment across the agency’s $22 billion of development projects and expanded this into creating $1.5 billion per year of environmentally proactive development projects, changing the way these countries are emerging.
