Armando Carbonell, FAICP
Armando Carbonell chairs the Department of Planning and Urban Form at the Lincoln Institute of Land Policy in Cambridge, Massachusetts. As executive director of the Cape Cod Planning and Economic Development Commission in the mid-1980s, Carbonell conceived and carried out Prospect: Cape Cod, an early experiment in regional visioning that ignited public support to fundamentally change Cape Cod’s planning system. The landmark Cape Cod Commission Act, adopted by the Massachusetts legislature in 1990, empowered an innovative regional planning and land-use regulatory agency where Carbonell served as founding executive director until his appointment to the Lincoln Institute in 1999.
