Congress inches closer to a tax deal
Members of Congress are meeting this week to reconcile differences between House and Senate versions of the tax reform bill. The bipartisan conference is expected to reach a deal soon. Among the unsettled issues are the fates of tax credits and bonds that are critical for encouraging local economic growth and improving infrastructure. APA's November statement urging legislators to preserve proven tools in the tax code has been shared with every member of Congress and continues to be promoted by planning advocates across the country.
Has your community benefitted from Private Activity Bonds, Historic Tax Credits, or New Market Tax Credits? Time remains to send your representative our action alert about the importance of maintaining these key financing tools. Please also share your community's story with APA's policy team.

From our blog
Peter Geraghty, FRTPI, a former president of the Royal Town Planning Institute, reflects on the unsettled political and social climate in the U.S. and the U.K., the implications of global urbanization, and the unique position of planners and planning to facilitate citizen participation in development decisions that affect them and their communities.
Lynn Ross, AICP, writes about Reimagining the Civic Commons, a national initiative to foster urban engagement, equity, environmental sustainability, and economic development. Programs are under way in Akron, Chicago, Detroit, and Memphis.
Finally, Laura Keyes, AICP, offers the first in a series of posts about important aspects of aging in America. Keyes examines the plight of older Americans who — because of financial or geographic limitations, or both — have restricted access to food. |
Policy Statements: Guides to Decision-Making
The comprehensive plan provides high-level guidance about land use and development, while standards and regulations enable on-the-ground implementation. How do planners get from the big picture to a specific outcome? This PAS report from 1961 focused on "second-order" policy statements that bridge the gap. |
