Resilience Roundtable: Kim Mickelson, AICP

In the second episode of our new podcast series, Kim Mickelson, AICP, joins host Rich Roths, AICP, to discuss Hurricane Harvey from her perspective as an attorney with the Houston Planning Department. Three 500-year storms in 18 months prompted officials to take a closer look at the city's floodplain regulations — including elevation requirements for new construction — and infrastructure design standards. Harvey finally compelled Houston to approve a new hazard-mitigation action plan in March 2018.

Installation of Physical Improvements as Required in Subdivision Regulations

In the early 20th century, land speculation led to excessive and premature subdivision and created "dead land" on the outskirts of most major cities. Requiring expensive infrastructure and utility improvements before lots could be sold became a deterrent. This report from 1952 surveys subdivision improvement requirements; offers sample provisions for street and roadways, sanitary sewers, water supply, sidewalks, and street trees; and suggests enforcement mechanisms.

The 2017–18 Certification Maintenance reporting period ends December 31. Act now to claim all earned credits, review your CM log, ensure you are on track to complete your required credits on time, and avoid having to use the January–April grace period.

Survey: Planning skills for smaller communities

What skills are required by planners who engage with smaller communities? For that matter, what constitutes a "smaller community?" A research survey conducted by a PhD candidate and planner at the University of Utah asks these questions and others crafted to discern the skills required by planners, the nature of planning in smaller communities, and the importance of an accredited planning degree and professional certifications to those planners.

You need not be a planner for a small community to aid this research. In fact, diverse input will strengthen the study and provide valuable information to planners and the profession. Take the survey by January 31.
