Assistant or Associate Planner
City of Ridgecrest
Full-time position. Seeking self-motivated individual in the planning field; must work well with others and have a good rapport with the public. This position will report directly to Community & Economic Development Manager. The Assistant planner performs the less difficult and complex planning activities. The Associate Planner is distinguished from the Assistant Planner classification by its increased responsibility for project management, and the more difficult planning assignments.
Responsibilities include but are not limited to reviewing various planning applications for completeness and compliance with planning regulations that require permits or approval. Assisting and processing tentative subdivision and parcel maps processing, support the planning operations of assigned planning projects and respond to public inquires. The incumbent will also perform other duties as assigned.
Assistant Planner - Conducts assigned planning projects involving land use, populations, structure, economic activities, housing, transportation, and related subjects; conducts basic research, and confers with applicants and agency representatives to identify problems; Confers with engineers, attorneys, contractors, architects, and the general public on planning and zoning related matters; interprets planning policies, state laws, and local ordinances or explains procedures; Drafts ordinances and ordinance amendments; prepares professional staff reports of summarized data, conclusions, and recommendations, and presents these reports at planning commission and City Council hearings; may prepare Environmental Impact reports. Serves as staff to the Planning Commission, Redevelopment Agency, and other commissions and committees. The incumbent will also perform other duties as assigned.
Associate Planner – Same as assistant with added responsibilities; Evaluates current development projects by detailed review of plans for architectural, zoning and general plan requirements; performs field surveys to identify problems and upon completion of projects to ensure conformance with applicable requirements, discusses recommendations with builders, developers, architects, and real estate professionals; Coordinates the receipt, investigation (including field work) and enforcement of the City zoning, nuisance abatement and vehicle abatement ordinances; develops and implements procedures to ensure the proper processing of permit applications and the issuance of permits, variances, zone changes and architectural and design reviews; coordinates the receipt, processing and issuance of building and land use permits and business licenses; Coordinates planning activities with other departments, state, county, and federal agencies; represents the City at a variety of meetings; review minutes and documents generated from these meetings. May have lead supervision over interns, professionals, and technicians.
Considerable knowledge of planning principles and practices, laws, ordinances, rules and regulations; site planning and architectural design; current literature, information sources, and research techniques in the planning field. Ability to plan and organize work; prepare and present reports; communicate effectively both orally and in writing; deal constructively with conflict and develop effective resolutions; establish and maintain cooperative working relationships.
EDUCATION / EXPERIENCE
Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for satisfactory job performance. Example combinations include completion of a bachelor's degree with major work in planning, environmental design, architecture, or a related field and one year (Assistant) and three years (Associate) of related work experience.
