The Development Review Principal Planner and APFO Administrator position is an advanced professional and technical position that requires specialized planning skills to perform complex and detailed development review planning, intergovernmental coordination, and plan implementation services.  This position supports various boards and commissions in preparing reports, studies, and assists with code updates and a variety of functions related to land use development and zoning.

Essential Duties:

Manages all development review functions and provides recommendations on development applications including land subdivision, site plans, conditional uses, variances, zoning and other development plan applications.  Ensures compliance with zoning and subdivision regulations, applicable state regulations, and other related regulations.   Must be able to handle multiple development review processes of varying difficulty, concurrently with the ability to bring projects to completion on time.

Advises, manages, and administers multiple complicated land development projects/programs of strategic importance from conception to completion (i.e. APFO, Zoning Ordinance Updates, etc.).  This may include the supervision of consultants, planning staff, and managing of project related budgets as well as coordinating community planning efforts with developers, and other county, state, and federal agencies. May be assigned to serve on various task forces and committees and may occasionally serve as a group leader. 

Provides information and technical assistance to the general public, developers, engineers, surveyors, and contractors regarding land use and zoning regulations.  Must be able to positively  interact with the general public, attorneys, developers, engineers and surveyors, State Critical Area Commission, State Highway Administration, individual property owners, the media in connection with Departmental activities, departmental staff, County attorneys, Health Department and various other County departments.

Writes and presents reports to commissions and boards.  Recommends actions on applications and provides information as requested.  Consults with, requests, and interprets opinions from County attorneys with respect to legal issues regarding land development and zoning, critical area ordinances and applies information obtained.  Researches and applies appropriate analysis from comprehensive plans, community plans, and zoning code for staff reports.  Uses appropriate formats in a timely manner to meet required deadlines.

Attends meetings, including evening meetings as required, and provides knowledgeable presentations of staff reports and recommendations and represents the Department before the County Commissioners, Planning Commission, Board of Appeals, Citizen Advisory Committees, and other bodies.

May perform one or more of the following essential functions as directed based on departmental needs and staff qualifications:

(1) Manages, tracks, coordinates the review of and responds to Adequate Public Facilities Studies submitted for review to the County. Supervises/administers APFO projects.  This may include the supervision of consultants and managing of project related budgets;

(2) Interacts with the permitting department in reviews of building permits and various zoning permits for zoning approval;

(3) Explains the development review process, planning concepts, zoning regulations and processes to potential applicants and the general public;

(4) Provides cordial, responsive and accurate customer service both on the telephone and front counter face-to-face contact that involves answering questions and assisting callers and visitors with information concerning all aspects of division operations and refer to other members of the Department’s staff as appropriate.  Requires professional level work, duties, judgment and communications, including public speaking;

(5) Responsible for application intake to review or rejecting applications for deficient submission standards and provides crucial steps for compliance and acceptance of applications to the applicant.  Must be able to provide guidance and instruction when managing the process and when working with the planning technicians;

(7) Conducts site visits to properties to insure understanding of planning issues related to  pending projects and to confirm existing compliance with various County land use ordinances and statutory requirements;

(8) Acquires and maintains knowledge regarding current Queen Anne’s County Zoning Ordinance and maps; Critical Areas Ordinance; and other appropriate ordinances and statues;

(9)  Performs reviews and ensures compliance with approvals as projects move from the development review stage to the permitting stage;

(10) Must be able to coordinate multiple departmental comments, contact needed staff or others as necessary and balance the needs of the county with that of developers.

Education/Experience:

 Master’s degree with major in planning, geography, landscape architecture, environmental studies, engineering or a related field and five or more years of experience in complex comprehensive planning; or an equivalent combination of education and experience.

American Institute of Certified Planners (AICP) certification or the ability to obtain AICP certification within one year of employment is preferred.
