About Our Opportunity

We are currently hiring a full-time Transit Planning Manager to join the Transportation Department within the City of Asheville. The purpose of this position is to provide oversight of the Transit Planning Division and is responsible for short/long term planning and operations for the City of Asheville Public Transit System. The ideal candidate for this position will have a bachelor's degree in Planning or a related field, at least five (5) years' of professional experience in urban, regional, and transportation planning as well as at least one (1) year of experience in transit planning, budgeting and grants administration. Experience using federal grants software and Munis a plus.

Work Schedule: Monday - Friday, 8:30 AM - 5:00 PM (Full-Time)

ESSENTIAL DUTIES & RESPONSIBILITIES:

Essential Duties and Responsibilities

  • Plan, direct, train, and supervise subordinates in the Division, including the Transit Projects Coordinator, the Grants Coordinator, and the Accounting Manager.
  • Oversee the current Transit Management Company contract (approx. $9 million). This includes ensuring contract compliance, including daily coordination with operations staff, facility inspections, reviewing performance reports, reviewing complaints, assessing performance bonuses and liquidated damages, etc.
  • Implement the 2018 Transit Master Plan, including implementation of goals and projects in the plan related to infrastructure and operations improvement.
  • Manage capital and operations budget, including both current contract and planning for future budget years. Secure funding for capital (facilities and equipment) replacement and expansion and operations through federal, state and local sources.
  • Staff liaison to the Transit Committee, including organization of monthly public meetings and regular updates.
  • Representative to several regional planning boards/organizations, including Buncombe County and MPO Regional Transit Operators Working Group, etc.
  • Oversee regular route analysis, ridership/boarding/alighting analysis, GTFS updates, geocoding of stops, map updates, on-bus reader board software updates, etc.
  • Review proposed development projects for transit impacts and opportunities; participate in bimonthly development review committee.
  • Develop and implement system policies and procedures.
  • Oversight and review of grants administration and reporting for federal and state grants, including Federal Transit Administration grants, MPO grants, and North Carolina Department of Transportation grants. Oversee subrecipient grants. Manage Federal Transit Administration Triennial Review, Title VI and DBE compliance.
  • Daily customer service support, including coordination of complaint and question response, iRide notifications.
  • Community and public engagement management, including public meetings, City website, advertising/marketing projects.
  • Manage and coordinate transit-related capital projects, including working with Capital Projects, Public Works, and General Services Departments on planned bus stop improvements, garage maintenance and improvements, and feasibility studies for long term facility needs.

EDUCATION & EXPERIENCE:

Required Education and Experience

  • Bachelor's degree in Planning or related field plus at least five (5) years' of professional experience working in transit, urban, regional and transportation planning.
  • One (1) year of Project and Contracts Management experience required.
  • One (1) year of Budget and Grants Management experience required.
  • Proficiency with MS Office and Google Suite required.

Preferred Skills & Qualifications

  • Experience using Munis highly preferred.
  • Federal grants software experience highly preferred.

Certifications, Licenses and/or Specialized Training

  • Transit Planning Basics Training (can be obtained within 1 year).
  • ADA Transit Training (can be obtained within 1 year).
  • Transit Capital Planning Training (can be obtained within 1 year).
