Job Description

Manage and direct the daily operation of comprehensive planning and zoning services to carry out the directives of City Council, City Administration and the Planning and Zoning Commission, Parks Commission and Board of Adjustments.

EDUCATION AND EXPERIENCE

Broad knowledge of such fields as accounting, marketing, business administration, finance, etc. Equivalent to a four year college degree, plus 8 years related experience and/or training, and 4 years related management experience, or equivalent combination of education and experience.

  • Bachelor’s Degree in Urban Planning, Public Administration, Landscape Architecture or related field
  • Master’s Degree Preferred

PREFERRED CERTIFICATES, LICENSES, REGISTRATIONS

American Institute of Certified Planners (AICP) Certification.

Job Responsibilities

  • Direct and manage the Planning and Development Department plans, policies, regulations, programs, services and staff
  • Oversees development review, current and long-range planning activities including administration of the city’s subdivision regulations, zoning ordinance and comprehensive plan
  • Review, assign and prioritize departmental projects
  • Foster a pro-development climate
  • Reviews and evaluates development proposals, applications for zoning changes, plats, subdivisions and variance requests for compliance with city regulations
  • Attends and facilitates public meetings
  • Prepare staff reports to the Planning and Zoning Commission, Board of Adjustment, City Council and community organizations
  • Make presentations to the Planning and Zoning Commission, Board of Adjustment, City Council and community organizations
  • Develop, update, administer and enforce planning and zoning ordinances and maintain official land use and zoning maps
  • Establish and enforce rules for sustainable growth and development
  • Conduct public meetings for stakeholder involvement and community input
  • Conducts special research projects, provides data, analysis and technical reports on planning and development issues
  • Develop and monitor departmental goals and annual budget
  • Perform any other related duties as required or assigned

Knowledge & Skills

  • Knowledge of urban planning and zoning laws, regulations, codes and ordinances.
  • Knowledge of development, implementation and enforcement techniques for complex zoning and subdivision ordinances and codes.
  • Knowledge of customer service and public relations techniques.
  • Knowledge of research, analysis, interpretation and application techniques for statistical and informational data related to long and short range development of Comprehensive Plans for urban planning and development of a rapidly growing city to monitor the growth, direction, and conservation of natural resources.
  • Knowledge of computers and related equipment, hardware and software for development and tracking of statistical information, research and analysis, and preparation of formal presentations and training of a technical nature.
  • Knowledge of City policies and procedures.
  • Knowledge of urban planning and zoning laws, regulations, codes and ordinances.
  • Knowledge of development, implementation and enforcement techniques for complex zoning and subdivision ordinances and codes.
  • Knowledge of customer service and public relations techniques.
  • Knowledge of research, analysis, interpretation and application techniques for statistical and informational data related to long and short range development of Comprehensive Plans for urban planning and development of a rapidly growing city to monitor the growth, direction, and conservation of natural resources.
  • Skill in effective oral and written communications.
  • Skill in reviewing subdivision proposals, layouts, plans and legal documents related to development and enforcement of ordinances, codes and regulations.
  • Skill in working with political officials.
  • Skill in planning, developing and implementing departmental procedures and objectives.
  • Skill in effectively supervising and delegating duties to assigned staff.
  • Skill in mediating, negotiating and resolving customer complaints and concerns.
