URL: https://centralina.org/Centralina Regional Council seeks an energetic, self-directed individual for the position of Regional Infrastructure Program Manager to manage strategic initiatives of the newly formed Centralina Integrated Mobility Center. The person in this role serves as a leader, convener and coordinator of the activities under this newly formed land use & transportation center of excellence housed at Centralina. Funding for this position is provided under a two-year Regional Infrastructure Accelerator (RIA) Grant from the U.S. Department of Transportation (USDOT) Build America Bureau. High performing applicants may have the opportunity to remain in place following the grant period to continue implementation of Center activities and CONNECT Beyond.
The primary responsibility of the Regional Infrastructure Program Manager position is to lead the successful implementation of activities under the grant related to the Center's three service lines: (1) Infrastructure Finance Innovation; (2) Pipeline Project Facilitation, and (3) Transit-Oriented Development (TOD) Innovation. In doing so, the Regional Infrastructure Program Manager will be expected to:
- Serve as a thought leader and subject matter expert to develop technical content and lead convenings that build local capacity and implement Center activities.
- Build and maintain relationships with local, regional, state and federal stakeholders.
- Collaborate with Centralina departments and organization leadership to align Center activities to regional initiatives and CONNECT Beyond implementation priorities.
- Manage the day-to-day operations of the center, including overseeing project budgets and supervising one staff member.
The successful applicant will bring a combination of subject matter expertise, demonstrated track record of infrastructure project development and experience in working with federal partners at USDOT and local stakeholders across the region, including local transportation planning and transit organizations, local government professional staff and elected officials; and will demonstrate the skills needed to manage both people and projects and solve problems related to transportation infrastructure project development and public-private partnerships in a professional manner.

Description of the work:
Major duties and responsibilities include but are not limited to:
- Leading activities under the grant related to the Center's three service lines: (1) Infrastructure Finance Innovation; (2) Pipeline Project Facilitation, and (3) Transit-Oriented Development (TOD) Innovation. Activities seek to build local capacity in order to advance infrastructure and mobility projects to a greater level of funding readiness.
- Developing professional, technical content in support of Center service line activities related to infrastructure project development and finance (including P3s, USDOT and Build America Bureau financing programs), transit-oriented development innovation and general transportation and transit planning topics.
- Representing Centralina and building relationships with state, regional and local partners including the region's four transportation planning and numerous transit organizations.
- Coordinating with the USDOT program lead under the cooperative agreement and representing Centralina in the national RIA peer group;
- Overseeing the day-to-day operations of the center including coordinating the preparation of grant reports, managing the grant project budget, overseeing procurement processes and managing one staff member and any contractors;
- Working in collaboration with Centralina departments to ensure alignment with CONNECT Beyond implementation activities, regional plan and organization priorities.
- Seeking additional funding to support Center activities beyond the initial RIA grant period.
This position reports directly to Centralina's Deputy Executive Director.
Desired Knowledge, Skills and Abilities:
Desired KSAs include but are not limited to:
- Expert knowledge of transportation planning, infrastructure project development, transit-oriented development and/or other topics relevant to the Center's three service lines.
- Considerable knowledge of relevant federal transportation funding and finance programs, including TIFIA, USDOT discretionary grant and formula funding programs.
- Considerable knowledge of regional issues, plans and programs.
- Knowledge of federal, state (NC) and local laws, regulations and policies related to programmatic areas of responsibility.
- Demonstrated track record of successfully applying for and managing federal grants.
- Ability to manage programs that include the delivery of complex projects or activities involving multiple stakeholders.
- Ability to establish and maintain effective working relationships with staff at the federal, state, regional, local levels and with elected officials.
- Ability to manage and provide leadership to other staff including planners, interns, and project team members.
- Ability to communicate effectively orally and in writing and lead various meetings and events, make presentations and answer questions at public or project meetings.
Minimum Experience at a Glance:
Bachelor's degree from an accredited college or university with a field of study in planning, public policy, urban design, public administration, geography or related field and seven to nine years of experience or an equivalent combination of training and experience that provides the required knowledge, skills and abilities. Transportation planning and/or transportation project development experience is highly desired. Master's degree and AICP certification preferred. Hiring Salary $84,465- $107,270 DOE.
Applicant must possess a valid driver's license and have the ability to physically perform the basic life operation functions of standing, walking, talking, hearing, and repetitive motions, the ability to lift 20 pounds of force occasionally and possess the visual acuity to prepare data, proof work, and do extensive reading.
