Duties:
- Provide technical and transportation planning assistance to Council members and other public officials
- Oversee and provides administration, development, updates, analysis, and support to various RIC transportation plans and studies
- Oversees elements of RIC's short term planning process
- Provide technical and transportation analysis and planning assistance to Council members and other public officials
- Maintain and operate RIC's Geographic Information System (GIS)
- Conduct data collection and research to support RIC planning activities and transit providers within the Council's jurisdiction
- Oversee TIP development
Examples of Work (not inclusive):
- Provide technical assistance to members and other local agencies on matters relating to their assigned area of responsibility
- Attend and represent RIC at all meetings, hearings and forums which are necessary and appropriate to the performance of their assigned tasks
- Oversees the administration, updating, and development of the RIC Metropolitan Transportation Plan and short-term planning process, including the administration and disbursement of sub-allocated federal TAP and STP funds
- Oversee the development and updates to the RIC Congestion Management Process, as well as coordinating with the Huntington Urbanized Area with their Congestion Management Process
- Prepare grant applications for transportation projects, as directed by the Executive Director
- Be responsible for the Council's data processing element and ensure that all data provided to members and the public is as accurate and complete as possible.
- Conduct data collection/analysis and research for various RIC transportation plans, studies, and reports
- Manage all Transit projects in coordination with KVRTA
- Develop the Coordinated Public Transit-Human Services Transportation Plan in collaboration with the WVDOH Division of Public Transit
- Provide computerized mapping for RIC plans, reports and grant applications
- Oversee and scheduling of CSWG (Coordinated Services Working Group) meetings
- Manage all census activities and respond to data requests
- Maintain and update RIC website
Knowledge and Skills Required:
Working knowledge of federal/state program requirements, GIS software and hardware, Microsoft Excel and MS Access; ability to quickly learn new software and skills as needed; ability to develop and write plans, reports and guidelines; ability to make presentations to Council, and the general public; working knowledge of computer applications, including word processing, spreadsheet, database and presentation software; must show initiative and resourcefulness in completing work assignments; ability to develop and maintain effective working relationships with members, and representatives of other public agencies.
Experience and Training:
Graduation from 4-year college with a degree in geography, information systems, planning government, social studies, or related field and 2 years' experience. A combination of education, training, and experience may be substituted for education.
Job Type: Full-time
Pay: $62,725.00 - $78,275.00 per year
