Summary :
Plans, manages, and coordinates multifaceted program activities and personnel of facilities services planning; exercises leadership to design, create, implement, assess, and revise services or activities of the office.
Major Duties/Essential Functions :
- Plans and supervises the multifaceted activities of the office to support facilities services planning.
- Administers, projects, and allocates assigned and required resources - physical, fiscal, and human.
- Assists with the planning of department policy and short- and long-term objectives.
- Plays a key role in developing strategies for achieving the goals contained within the Fairfax County Public Schools Strategic Plan and is accountable for outcomes.
- Manages risk and matters of compliance related to local, state, and federal regulations, policies, and mandates.
- Develops and maintains working relationships with school, county, and outside agency personnel.
- Facilitates meetings with community groups or employee associations.
- Prepares and/or coordinates written and oral reports and analyses to identify and interpret trends or patterns in data sets that communicate key insights.
- Represents the program, department, or the Division in negotiating or facilitating resolution regarding matters of significance.
- Presents information and recommendations to senior management team or School Board.
- Negotiates and/or manages contracts, grants, partnership agreements, and/or memoranda of understanding/agreements.
- Oversees the work of vendors or contractors.
- Performs related duties as required or assigned.
Qualifications :
Required
- Any combination of education and experience equivalent to a bachelor's degree urban planning, economics, public administration, or a related field.
- Five (5) years of experience in facilities services planning or management, some of which shall have been in a supervisory or leadership role.
- Advanced degree(s) beyond the minimum degree requirement in a relevant field may be considered for some experience.
- Knowledge of theories, procedures, practices, materials, and methods related to the assigned office.
- Knowledge of school organization, mission, and the requirements for the assigned function to accomplish the mission.
- Familiarity with applicable local, county, and state regulations, laws, and policies.
- Proficiency in the use of technology and data compilation, analysis, and reporting.
- Skill in personnel, financial, and administrative management.
- Ability to manage, evaluate, and supervise program activities and personnel.
- Ability to effectively lead teams in multiple projects.
- Ability to facilitate meetings and/or present information to groups.
- Ability to establish and maintain collaborative working relationships with personnel assigned to schools, other departments, public entities, and citizens.
- Ability to communicate effectively, both orally and in writing.
Work Environment/Physical Requirements :
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. This position may also visit worksites in the field and be exposed to extreme heat and cold, outdoor environments, moving mechanical parts, fumes, toxic or caustic chemicals, and loud noises.
Per the FCFPSA collective bargaining agreement, this position is eligible for telework as defined by Regulation 4417.
