JOB DESCRIPTION

  • Accepts and processes planning and land use related applications, including applications for subdivision plats, zoning changes, Future Land Use Map amendments, zoning variances, subdivision variances, and other similar requests and applications.
  • Reviews applications for completeness, processes payments, and coordinates with applicants regarding application requirements, process, timelines, etc.
  • Works to establish effective communication between applicants and City staff to facilitate the zoning and platting process.
  • Maintains accurate and timely records of all planning related applications.
  • Under supervision of the Assistant Director of Development Services, responds to public or other inquiries relative to the City's Code of Ordinances, planning policies and procedures, and provides appropriate verbal and written guidance to applicants, developers, engineers, and the general public.
  • Prepares and posts Public Notices for Planning and Zoning Commission and City Council public hearings, including verification of dates and schedules meeting City Code and Statutory requirements.
  • Prepares and maintains the annual Planning and Zoning Commission and applicant intake calendar.
  • Prepares and mails notices to property owners as required by City policy and State law for zoning requests, Comprehensive Plan amendments, variance requests, and all other board and commission action requiring public notices.
  • Prepares and presents reports regarding planning cases before the Planning and Zoning Commission.
  • Prepares agendas, agenda packets, and minutes for various boards and commissions, including the Planning and Zoning Commission, Heritage Preservation Board, Zoning Board of Adjustment, and Tax Increment Reinvestment Zone Board.
  • Provides staff support for all planning related board and commission meetings and attends all meetings.
  • Sets up for public meetings.
  • Secures and transcribes the minutes of all planning related boards and commissions.
  • Responsible for continuous record keeping of the past minutes of all meetings.
  • Prepares agenda material for submittal to City Council from Planning and Zoning Commission hearings and uploads all planning related items for City Council consideration into Legistar software.
  • Prepares agenda material for City Council hearing of all other submittals from the Planning and Economic Development Division.
  • Receives the public and answers inquiries, directly or in writing, regarding planning, zoning, subdivision issues, and provides customer assistance. Responds to inquiries from citizens, employees and others and refers, when necessary, to appropriate officials.
  • Aids Senior Planners and other planning staff in research for and preparation of major reports and ordinance revisions for submittal to the Planning and Zoning Commission and City Council.
  • Acts as custodian of department records and minutes of the Planning and Zoning Commission, Zoning Board of Adjustment, Heritage Preservation Board, and Tax Increment Reinvestment Zone Board.
  • Participates in technical, policy, and interagency planning meetings.
  • Responsible for the implementation and use of permitting software for the Planning Division.
  • Responsible for creating and maintaining planning related application forms.
  • Responsible for coordinating with other City departments regarding changes and updates to the City's website.
  • Conducts field site visits.
  • Coordinates with outside agencies.
  • Conducts research on assigned topics/matters.
  • Receives and responds to phone calls and e-mails from applicants and citizens.
  • Communicates with appropriate people to address pending matters.
  • Maintains ongoing records regarding Conditional Use Permits approved by the Planning and Zoning Commission and City Council.
  • Provides routine correspondence from the Planning Division, citizens, other city departments, and officials.
  • Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City’s Personnel Rules and Regulations;
  • possesses and maintains a valid driver's license and comply with City of Killeen driving policy accordingly.
  • Serves on various employee committees.
  • Performs other duties as assigned.
