Rethinking Off-Street Parking Requirements

The city’s land development code includes multiple types of policy-driven off-street parking requirements. It exempts all uses in the Downtown Mixed-Use District and all nonresidential uses in University Mixed-Use District from minimum off-street parking requirements (§20-0701.A). And it authorizes parking reductions for uses that provide bicycle parking or implement transportation demand management program and for shared parking facilities (§20-0701.E).

The city code's Franchises and Contracts chapter addresses the installation of wireless telecommunication facilities in the public right-of-way in a 2017 ordinance (§24-0401 et seq.) The ordinance establishes a preference for installations on existing structures within the public right-of-way, and provides permitting requirements, with approval by the city engineer (§24-0404). Conditions address general design standards and minimization of impacts on adjacent property owners (§24-0406). The code requires separate licensing agreements for use of city-owned structures for wireless installations; provides for the charging of compensation through attachment, application, permit, and right-of-way use fees; and establishes standards for replacement of city-owned structures (§24-0408, §24-0409). 

Solar Energy

The city's Land Development Code defines "solar energy collector" (§20-1202.58) and allows solar energy systems and related equipment to project into required rear and side setbacks, though a 3' setback from lot lines must be maintained (§20-0504.D.1.l).
