In May 2011, the Advisory Council on Historic Planning established its Task Force on Rightsizing to determine how the top 20 shrinking cities addressed declining populations and excess infrastructure and real property. A survey of these cities revealed that historic preservation was rarely included in local plans to stabilize neighborhoods. This session demonstrates how reinvesting in targeted areas such as historic districts can be breathe new life into declining areas.
