Planners are increasingly working to restore and rebuild communities after a natural disaster strikes. North America is facing the greatest recovery challenge of this century after Hurricanes Katrina and Rita. In this session, Richard Roths, AICP, and Jim Schwab, AICP, discussed post-disaster recovery planning.

Richard Roths, AICP
Richard Roths, AICP, is a nationally recognized expert in floodplain management and mitigation planning. He is principal planner for URS Corporation and is part of an APA delegation advising the city of New Orleans.
Jim Schwab, AICP
Jim Schwab, AICP, is a senior research associate at APA and co-editor of Zoning Practice. He was part of a multidisciplinary team that surveyed the tsunami damage in Sri Lanka and made recommendations for long-term reconstruction. He has written the PAS reports Planning for Post-Disaster Recovery and Reconstruction, Planning for Wildfires, and Landslide Hazards and Planning.
