The Lower Ninth Ward was one of the hardest-hit neighborhoods when the levees failed during Hurricane Katrina. As the repository for residential properties purchased by the Louisiana Land Trust after Hurricane Katrina, the New Orleans Redevelopment Authority (NORA) is one of the largest land owners in the city and is responsible for the maintenance, strategic disposition, and development of properties in neighborhoods across New Orleans.
