Upper Westside Improvement District (UWCID) is issuing a Request for Proposals (RFP) from qualified firm(s) to develop an Upper Westside Masterplan. The Upper Westside Community Improvement District ("UWCID") was created in 2016 with the goal of improving quality of life and transportation along our critical corridors including Howell Mill, Huff Rd, and Chattahoochee Ave. Addressing transportation, greenspace, and safety challenges is critical as this area experiences explosive growth bringing thousands of new residents and employees and dozens of new businesses as early as 2020.

To date the planning in this district has been disjointed and piecemeal. Many of the local neighborhood and BeltLine Subarea plans date back to the time of the recession. They do not accurately account for the land use changes, and they only propose solutions for a few blocks of the major corridors. Given the current and expected development growth, we need a new district-wide planning approach to make sure our submarket doesn't choke on its own success.

Our District needs a community vetted vision and a feasible implementation plan of projects which address our growing multimodal transportation needs, the shortage of public open space, and our desire for safe connectivity.

RFP Schedule:

  • September 20, 2019: Announcement of RFP
  • September 30, 2019 2:00p.m.: Deadline for submission of written questions and requests for clarification
  • October 4, 2019: Questions and responses will be posted on CID website
  • October 16, 2019 4:00p.m.: Deadline for submission of RFP response

Once the RFP process is complete and a consultant or a consulting team is chosen, we will move immediately to contract negotiations and execution. The study is anticipated to begin in Fall 2019.
