Zoning and Development Codes Assessment

The Town of Mount Pleasant will receive proposals from interested firms or teams to provide an assessment of the Town's existing development regulations and their strengths and deficiencies. This shall include review of codes contained within Title XV of the Town Code, focusing on the Zoning Ordinance (Chapter 156) and Land Development Regulations (Chapter 155). Therefore, the Town requests proposals from qualified land use planning and zoning consulting firms with the expertise to comprehensively assess the Town's development regulations. This project is considered the first phase of a larger project that will include addressing the findings of this study with comprehensive ordinance revisions. The phase 2 ordinance rewrite may be bid separately at a later date, or handled as a modification of this bid, at the discretion of the Town of Mount Pleasant.

With oversight from Town staff as well as input from select stakeholders, the selected consultant(s) will work to evaluate the Town's development codes, processes, and regulatory effectiveness and develop project deliverables as outlined within this RFP. The entire process involving the consultant(s) is expected to take about six (6) months to complete.

The intent of the Scope of Work provided below is to serve as a framework, which consultants can use to develop a more detailed scope of work based on their professional expertise and knowledge. The Town asks consultants to present an efficient, effective scope of work, which ensures the project objectives are met. The final scope of work will be negotiated with the selected consultants in conjunction with Town staff prior to contract approval. The consultant is expected to provide interpretation and identification of deliverables or milestones it believes are integral to the project in the submitted proposal, as outlined within the Submittal Requirements section of this RFP.

The following Scope of Work elements are provided as a general framework:

  • Project Management — The consultant shall take the lead in managing their time, staff, resources, budget, and related activities to ensure that the project objectives are met. The consultant shall be in close communication with staff throughout the project. Staff will provide general oversight of the consultant and will supply information on known and suspected ordinance shortcomings.
  • Stakeholder Participation — The consultant shall develop a strategy for appropriate stakeholder participation in the project. The Town will provide a list of potential stakeholders as a reference to the consultant.
  • Development Codes Analysis — The consultant shall conduct an in-depth and multi-faceted analysis of the Town's development codes. The Town's development regulations are codified within Title XV of the municipal code. The technical analysis and evaluation shall assess the strengths and weaknesses of the existing development regulations in terms of their structure, organization, clarity, and ease of use. It shall also evaluate the appropriateness of existing zoning districts and district standards, regulations of general applicability, definitions, and development review procedures. Further, the analysis and evaluation shall include the Consultant's findings regarding how well the current development regulations are integrated with other Town land use related regulations. The analysis shall include a discussion of consistencies or inconsistencies between the current development regulations and other Town plans and policies.
  • Development of Recommendations — The consultant shall develop recommended changes and improvements based upon industry standards and best practices and a subsequent course of action to pursue based on the results of the codes analysis.
  • Phasing of Implementation — The consultant shall develop a phasing plan, including suggested timing and sequence for implementing the recommended actions.
  • Presentations & Communications — The consultant shall present the codes analysis report and recommendations to the Planning Commission, Planning Committee of Town Council, and Town Council, as well as other applicable committees as defined in the final scope of work.

The project shall result in the following primary deliverables. Additional intermediary deliverables may be identified by the consultant and/or Town as the scope of work is finalized. Electronic files are preferred.

  • Development Codes Analysis Report
  • Report on Phasing of Implementation of the Update Effort
  • Presentation of findings to Planning Commission, Planning Committee, Town Council, and other applicable committees.
