The selected consultant shall provide professional services and deliverables aligned with the following operational scope:

1. Remote Work Structure: All services provided under this agreement will be conducted entirely via remote work, supported by weekly virtual client check-ins and coordination meetings.
2. On-Call Planning Services: Provide professional planning support for all project types requesting entitlements, including new residential, downtown, business, and manufacturing developments.
3. Special Projects: Complete specialized planning projects as determined by Department leadership.
4. Regulatory Compliance Analysis: Analyze projects for compliance with the City of Gary's Comprehensive Plan and Unified Development Ordinance.
5. Application Processing: Review and process ministerial applications and discretionary entitlements, such as site plan reviews, variances, design reviews, tentative maps, and general plan or zoning amendments.
6. Data Compilation and Analysis: Compile and evaluate data regarding economic, social, environmental, and physical factors influencing land use.
7. Stakeholder Coordination: Meet virtually with developers, engineers, property owners, contractors, and citizens to discuss, advise, explain processes, and suggest improvements regarding potential projects, pre-applications, development applications, feasibility analyses, conceptual plans, and code interpretations.
8. Public Hearings: Attend virtual public hearings and community meetings as required.
9. Payment Structure: The selected firm must be willing to accept payment direct from the Plan Commission/BZA applicant and/or the City of Gary.
