The city's land-use and development code permits large-scale renewable power plants, including solar, as conditional uses in the Public Reserve zone (§12.04.020, Table 2-2). For multifamily development, a 10 percent increase in density can be granted for compliance with "amenity package" requirements; Amenity Package No. 2, Energy Conservation, includes a requirement for at least one of the following: passive solar heating for 2/3 of all units, active solar space heating, or solar hot water heating (§12.04.030.F.4.b). PUD standards for residential districts include environmental design standards that encourage the use of solar and other renewable energy sources through site improvements, site orientation, and building types and materials (§12.12.020.F.7.e) .

The city’s land use and development code addresses urban heat. It sets landscaping and buffering standards to help reduce the effects of urban heat islands (§12.06.030.T).
