This model ordinance is based on the Pennsylvania Governor's Solar Working Group's model ordinance. The document provides background on and recommendations for regulating various types of solar energy systems and provides a model ordinance template that addresses both accessory and principal-use solar energy systems, and provides for solar easements for those systems.
