Autonomous Vehicles

This briefing paper addresses the need to update liability and insurance regulations to accommodate autonomous vehicles. It also provides five policy recommendations:

1. Legislatures, not courts, should lead on liability policy;
2. Take advantage of AV capabilities to help determine fault;
3. Manufacturer liability should be substantial but not excessive;
4. Insurance products should be updated; and 
5. Stakeholders should work together to resolve uncertainty.
