The City of West Sacramento ("the City") is requesting proposals from qualified firms ("Respondents") to provide professional transportation planning, community outreach and related services needed to develop the West Sacramento Mobility Action Plan ("MAP" or "Project). The MAP will develop a strategy to guide local transportation investments over time by leveraging technology and new mobility options to expand sustainable transportation choices and develop a robust mobility ecosystem that supports positive social, economic and environmental outcomes for the community. The MAP will identify key enabling projects, policies and process improvements to catalyze the City's vision for a smart, multi-modal mobility system and facilitate the integration of new and emerging technologies, which could include shared, electric, connected, and automated vehicle infrastructure.

Ultimately, the project will create a playbook containing a prioritized list of near-, mid-, and long-term recommendations accompanied by tangible and actionable strategies that will leave the City well-poised to pursue funding opportunities and transition immediately into the expedient implementation of the final, City Council-approved MAP recommendations. Recommendations should not be limited to projects and programs but should also include potential policy reform or development, as well as process improvements, which may require additional document review and possible staff interviews.

Overarching community engagement and outreach assistance will be needed throughout the process to ensure the MAP has a broad basis of support and reflects the local context. All tasks, including the social equity analysis, will culminate into the final MAP product. However, the City envisions three primary components of the MAP development, including: 1) a general mobility assessment to holistically evaluate the existing and planned mobility network, identify gaps and synthesize existing plans and programs to ensure consistency between goals and priorities; 2) development of tailored Mobility Hub siting criteria followed by a site selection and programming process; and 3) technology readiness evaluation and recommendations related to the City's capacity to leverage new and emerging mobility to achieve its broader goals. The City is also interested in identifying early action items with the potential for more immediate implementation.

The MAP is funded by a FY18/19 Caltrans Sustainable Transportation Planning Grant (Senate Bill 1), requiring the selected Consultant to follow all pertinent local, State, and Federal laws and regulations. Per Caltrans, this project is considered a "Non-A&E contract procurement" and will not be administered with federal-aid. Therefore, this project not subject to Disadvantaged Business Enterprise (DBE) Participation. The total amount payable to the selected Consultant shall not exceed $225,000, with a performance period starting at contract execution and ending no later than February 28, 2021.

Please Note: This project was originally advertised in a Request for Proposals released in December 2018. After receiving too few proposals to consider the first solicitation competitive, the City opted to debrief with firms and re-advertise this RFP with minor modifications intended to clarify the scope of work and better align it with the project budget. The re-advertised scope and schedule contained herein have been reviewed and approved by Caltrans. Any further modifications to the scope or schedule submitted by a Respondent in their proposal will be subject to final approval by Caltrans prior to executing a contract with the City.
