Introduction

The Town of Wellington (Town) seeks to retain professional assistance in preparing an update to the Town's Comprehensive Plan and to update appropriate sections of the Town's Land Use Code. The Town is seeking qualified service providers for an interdisciplinary team to facilitate a meaningful public engagement process and to prepare the Comprehensive Plan update and Land Use Code update. The Plan should identify and articulate a community vision and define ambitious yet achievable objectives to guide the Town's future land uses, development and redevelopment, and expand opportunities for commercial services while meeting the service demands associated with continued community growth. The Plan should incorporate the Town's various planning documents, including the Parks and Trails Master Plan, Water Efficiency Plan, and master planning efforts for water, wastewater and stormwater that are currently or will be in progress.

The selected Consultant is to provide all the necessary labor, equipment and supplies required for satisfactory completion of the work. It is expected that the Comprehensive Plan update and the Land Use Code update will follow sequentially. The Consultant may propose a timeline and tasks for preparation of each document.

Background

The Town of Wellington is a small stable community located on the Interstate 25 corridor in northern Colorado. The Town has historically been a bedroom community to Fort Collins with some recent light industrial and service developments occurring in the last decade. The Town has experienced significant growth in population and is currently estimated to be approximately 9,950. The growth trends are expected to continue as development pressures are applied to the State, Larimer County and surrounding communities.

There are new developments currently under construction, and there are additional plans for future annexations to expand the Town's boundaries. The increased development and planning activity make it necessary to review the impacts of Town growth on public infrastructure systems and to identify future land uses and zoning needs. The Town's Comprehensive Plan was last updated in 2014, and an update is needed to address current and projected conditions. The existing Land Use Code was first adopted in 2007 and was based on a model land use code. Some amendments have been made since initial adoption, but the codes' provisions do not adequately address current development needs. The update to the Comprehensive Plan and the Land Use Code should reflect the desire of the community to maintain its small-town character while recognizing a need for diversification of housing types as well as economic development that will strengthen employment opportunities and increase the tax base for the long-term economic health of the community.

The Town operates its own water treatment plant and wastewater treatment plant. An expansion to the water treatment plant is currently in design with construction expected to commence this year. A separate wastewater system masterplan is currently underway, and its progress will need to be incorporated into the Plan. The Town is located within the Poudre School District (PSD), and PSD is in the process of annexing land into Town for the development of a combination high/middle school planned to open in 2022. Additional growth is expected to occur around the school site, and the Town desires to be prepared to handle this growth.

Project Objective

The Town of Wellington is proposing a Comprehensive Plan update for the incorporated Town limits and the Town's Growth Management Area (GMA). The Comprehensive Plan update is intended to look at all facets of the community, including but not limited to managing growth, land use and development patterns, major infrastructure and facilities planning, resource allocation, transportation, park and open space management and regional coordination. The Town recognizes the importance of the connection between water and land use, and desires to look closely at recommendations that will maximize the Town's current water supply. The Town desires to identify prime commercial sites to preserve and promote the Town's ability to plan for and attract commercial development, including development and redevelopment within the Town's historic downtown. The plan will identify recommendations and include goals and objectives for implementation. The Town's Land Use Codes (zoning, subdivision regulations, development standards) are the first major tools for implementing the Comprehensive Plan's recommendations, and therefore, the Town desires to seamlessly integrate the goals and recommendations of the Comprehensive Plan into immediate actionable measures for implementation.

Any addenda issued to this RFP will be distributed to all RFP holders. No addenda to this RFP will be issued by the Town after Thursday, May 16, 2019, 5:00 PM.

Submission

Sealed proposals, including five (5) paper copies and one (1) digital copy in PDF format on CD or USB drive, will be received by the Town of Wellington until 2:00 PM local time on Wednesday, May 22, 2019 (closing date and time). Other key dates and times are included in the RFP document. Proposals received after the closing date and time will not be accepted and will be returned to the sender unopened. Proposals shall be received in a sealed envelope plainly marked, "Wellington Comprehensive Plan Update" and delivered to the following address:
