The Bossier City–Parish Metropolitan Planning Commission (MPC) is soliciting proposals from qualified consultants to complete a comprehensive update of both the Comprehensive Plan and the Unified Development Code (UDC). These two projects are being bid together to ensure consistency, efficiency, and alignment between future land use and zoning regulations. The Comprehensive Plan will replace the Parish's 2003 plan and the City's 2013 plan, incorporating fiscal analyses of infrastructure needs and potential funding strategies, while the UDC will undergo a complete rewrite to provide clear, concise, user-friendly regulations.
The updated Comprehensive Plan must address a wide range of issues including land use, housing, transportation, economic development, environmental sustainability, utilities, and equity. It will include detailed demographic projections, growth management strategies, revitalization tools for existing neighborhoods, resilience planning, and integration with other critical studies such as the Barksdale Air Force Base JLUS and AICUZ. Public engagement is a central requirement, with targeted outreach to residents, businesses, institutions, the development community, and military stakeholders, supported by a project website and participatory workshops.
The new UDC will align with the updated Comprehensive Plan, modernize zoning districts and maps, clarify land use regulations, and streamline development processes while maintaining transparency. Special attention will be given to problem areas such as subdivision standards, accessory dwelling provisions, and planned unit developments. Deliverables include final draft documents, public engagement records, data analyses, maps, and presentation materials.
Proposals will be evaluated on consultant experience, public involvement strategies, project management, cost control, and overall quality.
Proposals are due by September 22, 2025 and final consultant selection anticipated by November 10, 2025.
