BACKGROUND

The Twenty-Nine Palms Band of Mission Indians is a federally recognized tribe located in southern California.

The Twenty-Nine Palms Band of Mission Indians (the Tribe) is soliciting proposals from qualified firms to provide conceptual facility and site design for the Twenty-Nine Palms Band of Mission Indians Public Safety Building on the Reservation in Coachella and the Training Facility on Tribal land in Thermal, California. The conceptual designs will support Tribal leadership review, preliminary budgeting, grant development, project planning, and future procurement of full architectural design and engineering services.

DUE DATES

All proposals are due by 5:00 pm on September 18, 2026, to procurement@29palmsbomi-nsn.gov. Any proposal received at the designated location after the required time and date specified for receipt shall be considered late and non-responsive. Late proposals will not be evaluated for an award.

SCOPE OF WORK

REQUIREMENTS

The project must result in conceptual facility and site design for the Twenty-Nine Palms Band of Mission Indians Public Safety Building and Training Facility.

DELIVERABLES

Vendor must produce conceptual facility and site design for the Twenty-Nine Palms Band of Mission Indians Public Safety Building and Training Facility. The scope of work includes space programming to define square footage needs for administrative offices, dispatch, vehicle bays, and training facilities and a conceptual layout for the building footprints, parking, and training grounds within 2 months.

GUIDELINES FOR PROPOSAL PREPARATION

Award of the contract resulting from this RFP will be based upon the most responsive Vendor whose offer will be the most advantageous to the Twenty-Nine Palms Band of Mission Indians in terms of cost, functionality, and other factors as specified elsewhere in this RFP.

The Twenty-Nine Palms Band of Mission Indians reserves the right to:

• Reject any or all offers and discontinue this RFP process without obligation or liability to any potential Vendor,
• Accept other than the lowest priced offer,
• Award a contract on the basis of initial offers received, without discussions or requests for best and final offers, and
• Award more than one contract.

PROPOSAL SUBMISSION

Proposals must include the following sections:

1. Narrative. Provide a brief description of your approach to producing the deliverables, your demonstrated ability to deliver services on schedule and within budget, and the availability of qualified staff and equipment. Include a proposed schedule, milestones, review meetings, and final delivery date for each option 1, 2, and 3. The option 3 description should identify any cost savings, shared efficiencies, coordinated meetings, or schedule advantages resulting from a single award. Present each option separately. The Tribe will compare the cost and value of awarding each project individually or awarding both projects to one firm. See Options for Vendor Responses below.
2. Detailed & Itemized Pricing. Provide a fixed price quote for each option 1, 2, and 3. Identify budget line items within each option.
3. Link to a Relevant Project Sample. Share a link to a public safety building or training facility you have designed.
4. References. Minimum two (2) references for similar work, with contact information.
5. Vendor Overview
   1. Official registered name (Corporate, D.B.A., Partnership, etc.), Federal Tax ID Number, address, main telephone number, and email addresses.
   2. Key contact name, title, address (if different from above address) and direct telephone. Person authorized to contractually bind the organization for any proposal against this RFP.
   3. Brief history, including year established and number of years your company has been conducting work relevant to the proposal.
   4. Unique Entity Identifier (UEI), if applicable.

Options for Vendor Responses

1. Training Facility Only

A fixed price quote for conceptual facility and site design for a Tribal Public Safety Training Facility on Tribal lands in Thermal, California.

2. Public Safety Building Only

A fixed price quote for conceptual facility and site design for a two-story Public Safety Building on the Twenty-Nine Palms Band of Mission Indians Reservation in Coachella, California.

3. Public Safety Building and Training Facility

A fixed price quote for conceptual facility and site design for a Tribal Public Safety Training Facility on Tribal lands in Thermal, California and for a two-story Public Safety Building on the Twenty-Nine Palms Band of Mission Indians Reservation in Coachella, California.

The Tribe may decide to engage different firms for options 1, 2, and 3.
