The City of Wharton, Texas invites the submission of proposals from experienced and qualified planning firm(s) to assist the City of Wharton in developing, adopting and implementing a modern and practical Comprehensive Plan and Zoning update that will guide how the community grows, invests, and protects itself over the coming years. The current City of Wharton Comprehensive Plan planned through 2028, however with significant growth and opportunities approaching the community at an ever-increasing rate, the city is in need of a clear vision reflecting Wharton's small-town character, economic opportunities, and infrastructure needs while strengthening resilience to local hazards such as flooding, severe storms, drought, and extreme heat. The proposed Plan will help identify the community resources needed to ensure sustainable and resilient growth in years to come. The city is seeking a consultant that will also be able to navigate and manage the grant process with the General Land Office (GLO) through their Community Development Block Grant-Mitigation (CBDG-MIT) Resilient Communities Program (RCP) program(s).
PROPOSALS MUST BE RECEIVED BY THE CITY SECRETARY OF THE CITY OF WHARTON, 120 EAST CANEY STREET, WHARTON, TEXAS 77488, NO LATER THAN 2:00 P.M. ON TUESDAY, OCTOBER 27, 2026. NO PROPOSALS WILL BE ACCEPTED AFTER THAT DATE AND TIME. ALL PROPOSALS RECEIVED AFTER THAT DATE AND TIME WILL BE CONSIDERED UNRESPONSIVE.
RFP documents may be downloaded from the Planning & Development page of the City of Wharton's website at www.cityofwharton.com. RFP documents may also be obtained at City Hall, 120 East Caney Street, Wharton, Texas 77488. Minority and small business vendors or contractors are encouraged to submit proposals on any and all City of Wharton projects.
All proposals submitted for City consideration must be clearly marked on the outside of the sealed envelope with the words “REQUEST FOR PROPOSALS: PLANNING & GRANT ADMINISTRATION SERVICES”, Attention: Paula Favors, City Secretary, and must contain the name of the company submitting the proposal. Responding firms must submit three (3) complete sets and one (1) electronic version of the RFP submission for consideration. FACSIMILE OR EMAIL TRANSMITTALS SHALL NOT BE ACCEPTED.
It is understood that the City of Wharton reserves the right to negotiate all elements that comprise the submission and to accept or reject part or all of any submission. The City reserves the right to reject any or all proposals and waive any or all irregularities or to proceed otherwise when in the best interest of the City. Proposals shall be valid for a period of ninety (90) days from the submission deadline.
