Town of Pittsboro Unified Development Ordinance Update

Town of Pittsboro

Pittsboro, NC

To manage rapid growth effectively and support Town staff, the Town of Pittsboro invites qualified consultants to submit statements of qualifications for a comprehensive update of the Town’s Unified Development Ordinance (UDO). The selected consultant will provide professional services that include research, legal and policy analysis, stakeholder engagement, preparation of ordinance text and graphics, and production of the final document.

The current UDO was adopted in 2021 and has presented challenges for both the Town and the development community. Although the Town regularly amends the ordinance in response to legislation, judicial rulings, and changing development patterns, a comprehensive review is now needed. The primary objective of this update is to align the UDO with recent changes to the North Carolina General Statutes while establishing clear, effective regulations that support high-quality development.

The Town seeks a qualified firm with the expertise to translate Pittsboro’s adopted plans and policies, community values, and regulatory obligations into a cohesive, practical, and usable ordinance. Relevant documents include the Future Land Use Plan, Comprehensive Transportation Plan, Parks & Recreation Master Plan, Bike & Pedestrian Plan, Strategic Plan, and Engineering Standard Specifications, among others. Together, these documents guide Pittsboro’s physical growth and help protect its community character and environmental integrity. The selected firm will be responsible for identifying where the current UDO supports or impedes these policies and recommending ordinance changes that improve implementation.
